What makes Hutto different from every other Central Texas city is the enforcement mechanism. For a first offense violation, the city issues written and verbal notice AND turns off the water source. That is not a fine schedule. That is your irrigation immediately disabled. For a second offense, the response escalates: written and verbal notice, immediate termination of water service until the next business day, and a reconnect fee to restore service. Additional civil penalties layer on top.
The rationale is direct: rather than accumulating fines that a homeowner might absorb as a cost of doing business, Hutto simply removes the ability to violate. It works. Hutto homeowners on Bermuda tend to comply carefully because non-compliance means losing water access, which is a real quality-of-life problem beyond the financial cost.
Complicating the picture, Hutto’s water service is split between the City of Hutto municipal utility and Manville Water Supply Corporation. Manville operates separately with its own drought plan and its own enforcement mechanisms. Which utility serves your address determines which set of rules applies.
